I am enrolled in Global Shipping. I have had several items shipped internationally. When sending an invoice I always get a message that it is being taken care of by eBay Global shipping. This week I sold an item, went to send an invoice, and saw the buyer is from Slovenia. I was able to send an invoice just like it was a US shipment. Why am I suddenly able to send an invoice for Global Shipping? Should I proceed with shipping it myself? Never been faced with this before.

That Item # only shows shipping to the US - the rest of the world is excluded. No GSP at all.
So they apparently were able to bid if you did not have your Buyer Requirements block set as indicated above, OR if they have a U.S. delivery address (many overseas buyers use freight forwarders based in the U.S. as their delivery address, which is ok).
In this case, with a Slovenia delivery address, they would only be able to pay if you invoice them with int'l shipping - which you did. That's good it is now cancelled.
Here's the Shipping tab on that listing - note the only option is for US shipping:

You shouldn't ever send an invoice on Global Shipping. Only eBay can invoice GSP orders - they have control of the international shipping and import fees - you don't have those figures.
What is the Item # with the Slovenia buyer?
I checked several of your Sold listings, and they all have so many countries excluded, the only ones left who can buy under GSP are Bermuda, Mexico and Canada.
Was the address for the Slovenia buyer their overseas address, or a U.S. address?
How did you invoice them for the shipping part?

First, why are you having to sending invoices?
eBay does this automatically.

Check the listing, under the Shipping & Payments tab.
Does the listing state that it will ship to Slovenia?
Or does it state something like:
Shipping to: United States, Canada, Mexico, Bermuda ?
Canada, Mexico, & Bermuda would be the only countries that the listing would ship to using the Global Shipping Program.
You can send the invoice because you would be shipping directly to the buyer in Slovenia & the listing does not specify any shipping terms to that country.
For whatever reason, not every GSP eligible item will ship to every GSP eligible country.
Unless you wish to be shipping directly to other countries, please consider setting your Buyer Requirement to enforce your shipping terms.
Block bidders who have a delivery address in countries you don’t want to ship to.
If you don't wish to ship directly to Slovenia, you could cancel the sale, citing problem with the buyer's address.

I know I don't have to send invoices but I just always have and when it is an international address I can't send an invoice. I get the message that eBay takes care of it. This time when I hit the button to send an invoice an invoice actually came up with the address in Slovenia. That had never happened before. My listing was no different than all the rest and said no shipping to a few hundred countries including Slovenia. But since the item sold and I had the option to send the invoice I got a price from the USPS calculator and sent the invoice. My question is why I was even able to send an invoice for Global Shipping.

When you sell an item that will use the Global Shipping Program to ship to the buyer's country, you cannot send an invoice.
You were able to send an invoice for this item because it was not sold using the Global Shipping Program ( to the buyer's country ).
Your listing specified no shipping terms to Slovenia.
Therefore, you had to send an invoice in order for the bidder to be able to pay.

What is the Item # of the Slovenia order so we can look at it.
I only see Bermuda/Mexico/Canada as allowed countries on the few listings I checked.
And did the Slovenia buyer pay your invoice? Once you send an invoice, it is no longer in Global Shipping.
The only Buyer Requirement I have set so I don't get any international buyers is "to exclude buyers who:
That means, no one with a delivery address outside of the U.S. can bid on my items, unless I added GSP to a listing and they are in a GSP country.

This morning the buyer messaged that he wanted to cancel the order because he wanted to change the delivery address to reduce the shipping costs and I was reluctant to do that. So I did cancel the auction.
