You can.

You can ask your question here - we're real.

OR

eBay doesn't have a public phone # to call.
Any phone #s you may find on the internet/google are fraudulent & operated by scammers & criminals.

If you want to reach eBay, follow the instructions below all the way to the end to Chat with an agent, or have an agent call you back.
Pick a topic "close enough" to your issue so that you reach the right team:

Getting help from a real person

OK here's the deal. I ordered 2 cds, received 1 cd which wasn't either of those ordered. I opened a request stating I received the wrong item. Ebay then closed my request due to the fact that I had a package delivered according to tracking info. This package could have contained AIR for all they seemed to care. I then opened a different request through another avenue. I downloaded a return label provided by the seller and returned the cd sent to me. He/she received the item, then opened a dispute claiming the item i returned was inoperable or some such description. I never touched this item other than to take it out of the package and then put it back in!  Where is ebay in all this? Unable to be contacted because they are apparently cutting costs!! This seller has a screw loose.

The first request you opened must have been for "not received", that's the only reason they would they would have closed it if tracking showed delivery.

You could have opened a 2nd request on eBay for "not as described".

What is the other "avenue" you used to open the 2nd dispute and that the seller is contesting?

eBay can be contacted, but they may not be able to help if the 2nd dispute is on another platform.
