Unfortunately, eBay can not force the seller to reimburse you for postage due. You could have refused the delivery and let it be returned to the seller, then open a not received claim. The PO would have made him pay the postage due to get it delivered back to him.
Have you contacted the seller? There is always a slight chance that it was a real mistake.
You could open a not as described return, since it was not supposed to arrive postage due. The seller might be willing to offer a partial refund instead of paying for the return. He doesn’t have to make the offer, so don’t open a return unless you are really willing to send it back.
