I purchased a Westinghouse generator from a seller on Ebay. The item never arrived as it said it would. The seller is no longer listed as a seller. I am going around in circles trying to navigate Ebay contact. No number to call. I put in to have them call me, said 2 min wait time. 3 hours and still no phone call. I just want my money back.

If you are unable to open a dispute on ebay in the Resolution Center, you will have to file one with the payment processor.
Was the price too good to be true?

Generators are high-scam items on eBay recently unfortunately.
If the "Listed in category" at the top of the page includes "Business & Industrial" or "Specialty Services", that is the scam, fraud sellers chose those intentionally as those categories exclude buyer protections and won't allow you to open a refund claim.
eBay CS IS aware of this scam, I have sent many buyers to them for refunds and they are handling them, IF it's the category issue.
If you can't get a call back, have you tried the live Chat instead - at least so they can get your ID/name, Item etc on the list for refunds.
Or contact eBay CS via social media - use the private PM or DM messaging only.
They have a very good team there to help resolve problems.
Give them your User ID, your real name/address, the email attached to your account, Item #,
They usually respond in a day or two.
