Free monthly listing limit

When EBay states you can list 250 items for free a month does it mean you can literally list 250 new items, or does it include items you’ve already had listed in that total, so 250 items listed total?

250 total--new listings plus those that roll over each month.  You can end some of those that roll over and relist at a later date if you wish.
