It means just that - free for you to return.
If the item shipped from a U.S. location, you only have to return it to a U.S. location, and at the seller's expense.
They have to give you a prepaid return label to a U.S. location, or prepay return to India if that's where they want it sent.
If they don't do that, you can ask eBay to 'step in' in the Return case and close it in your favor.
