Fraudulent sellers

I've been having an issue buying items from sellers where I never get the item despite the tracking saying it did. When I go back and check the tracking number with the carrier (FedEx etc...) They tell me that the tracking number that I'm providing does not match my name and address. This is the 4th or 5th time this has happened. It always ends with me finally getting a refund. I currently have an order  that is due to arrive on the 8th. I checked with FedEx just to see if my address is on this one, and they say my name isn't on this one. This has been a growing trend with these sellers. I am not sure what these people are gaining by sending the wrong tracking info like this. Are they banking that I am just going to forget about it and they'll just get to keep the money ?

What sort of feedback do those sellers have? If you can identify some commonalities, you may be able to avoid purchasing from sellers that fit the pattern.
