I recently purchased HP Ink cartridges from a reseller on EBAY. When I installed the ink and attempted to print something, I got an error message informing me that I needed to enter into a contract with HP's "Instant Ink Program" in order for the cartridges to print.
I contacted HP to troubleshoot and discovered that the cartridges I purchased belonged to the HP Instant Ink program and were fraudfulently resold under false pretenses (that they were new, unused, and fully functional HP Ink cartridges). Once informed - I could see the inscription on the cartridges at the bottom of an otherwise "normal looking" HP label.
HP's "Instant Ink Program" sends you special ink cartridges that are preprogrammed with a micro chip that counts every page you print and bills you accordingly. You must estimate your monthly printing needs and commit to a monthly payment commensurate with your estimated printing. You are billed at a higher rate for any pages you print above your estimate.
If you end your contract, the cartridges immediately cease working, and HP asks you to return all unused cartridges to them. These cartridges look like regular HP ink cartridges but they are all clearly labelled:
"Instant Ink Cartridge Not for sale or resale" at the bottom of the label.
may or may not have been aware of whether these cartridges were worthless when he or she sold them to me, but when I informed him/her of this fact (with photos of all cartridges - clearly showing the label) they did not offer to reimburse me. After some discussion they offered to refund 50% which is totally unacceptable.
may not understand the incredible importance of reputation to function as a reseller on a reputable site such as EBAY, but I cannot believe that EBAY would want to have fraudulent purveyors tarnish their great and upstanding reputation it has built over several decades.
Please help me convince to do the right thing.

@prizzolo0eg2 Sorry you have a bad seller. You should file a not as described return request. Seller pays return shipping and refunds you 100%. This also goes on the sellers record.
The eBay Money Back Guarantee over rules the sellers return policy. You have 30 days from the date of delivery to file a not as described return request.
Here's what you need to do:
Open a return with the reason doesn't match description or photos.

Let me know if you need to return an item to another country as there are additional steps required. The seller pays return shipping for an item that is not as described no matter where they are located.

Thank you. I received the ink cartridges in the middle of June, but did not install them until the 3rd week of July, which lead to the discovery. I have missed the 30 day deadline. Although I reached out to the seller and opened a dialog with them well over a week ago. I did not know about the 30 day deadline, and I thought for sure the seller would want to make good on this. Is there a plan "B" outside the 30 day limit? The infraction is so obvious and egregious. There can be no dispute about the fact that the cartridges were not for resale.

@prizzolo0eg2. Your only other option is a chargeback with your bank or credit card for an item that's significantly not as described.
The seller will have to pay a dispute fee of $20 plus refund you.
