How do I get ahold of eBay when the seller that I purchased an item from is using my credit card to purchase things from Amazon Krispy Kreme Donuts and Starbucks

Call your card company and report your card compromised. They will freeze your account, issue a new number and card, and dispute any transactions you identify as fraudulent.
eBay sellers never see your payment info - we don't even know how you paid, let alone your card #.
The industry estimates 80% of all credit card numbers are compromised, so it is not usual to have your card hacked. It has happened to me several times - I try to always use paypal as a buffer online, but you have to use the card in person at most places. That is usually when your card info gets stolen.

How would the seller get access to your credit card? Neither eBay nor PayPal gives sellers ANY financial information. It isn't needed.
Please tell us what you did to give the seller access? How did you pay for the item?
[BTW, I doubt that any scammer who got access to somebody's financial info wouldn't waste it on donuts and coffee. I suspect someone you know is using your CC.]

When you use eBay Checkout, the seller doesn't have any access to your credit card data, unless you gave it to them directly. All the seller sees is a total $payment to their account, not how the payment was made.
Have you cancelled the card, and started chargebacks for those purchases?
