I’ve made clear my item is only for US buyers, not shipping/selling overseas. How do I stop international bidders who keep bidding?

There are two pages you need to use to set this up.
You can set up your shipping preferences and buyer requirements in account settings.
1. Exclude shipping locations https://www.ebay.com/ship/prf/excludeRegions
2. Block buyers whose primary shipping address is in a location I don't ship to AND block buyers with 2 or more unpaid in 12 months.
You can also cancel bids from buyers in locations you do not ship to if you wish, or advise them they will need to provide a USA address at checkout.

You are not under any obligation to ship anywhere you didn't agree to ship. The buyer can only pay if s/he gives a shipping address in a location you've set up to ship to. If s/he does (many international buyers use forwarding services or friends or family in the US) your obligation is to deliver the item as described to that address, any forwarding from there voids the Money Back Guarantee. If s/he doesn't you can cancel for non-payment after 4 full days.
S/he was able to bid/buy because either s/he has a Primary Shipping Address in the US or you didn't set your Buyer Requirements to block those with PSAs in a location you don't ship to (the default for all Buyer Requirements is OFF).
