Flat Rate Priority Mail padded envelope — where’d it go!?

WHY can I no longer have Flat Rate Priority Mail padded envelopes as a shipping option?  (I understand the usps is making changes, but that is unrelated to seller’s being able to offer Flat Rate Priority Mail padded envelopes.)

Usually when a flat rate option does not show, it is due to the dimensions you have entered.  What are the dimensions you are entering?

I checked a draft I have in process, the box is 8 x 6 x 4 and the padded envelope shows as an option.
