Filing IC3 complaint

I was told my an eBay agent to file a complaint about a seller with IC3, which I did.  I'm curious as to how fast these are resolved, and do they result in refunds?  I'm tempted to contact the seller once again and tell them that I filed a complaint and maybe they'll respond to me this time.

What is the situation? Why did eBay recommend filing an IC3 complaint? There is nothing going to happen just because of that.

If you don't receive your item by the estimated delivery date, the next day, open an Item Not Received case.
