I was leaving feedback but now we have to rate the transaction before it allows you to leave feedback. Why is this? If I wanted to rate transactions in the past I would have done so but now we are forced to.

After answering a couple of questions you should have the chance to add a comment of up to 500 characters.

I recently left feedback for a purchase, and I bypassed rating the item to see what would happen, and I was able to leave feedback without rating the item.

Some items -- particularly used items or unique items not connected to a product catalog entry -- are not subject to the "rate this item" requirement.

For items that are in the product catalog, feedback can apparently not be left without providing a rating. The "leave feedback" link is not active unless a rating is given.
