Sellers have not been able to leave negative feedback for buyers since May of 2008.
What you need to do is cancel the transaction for non-payment on day 5. (Use the option next to the transaction in your sold items list. The buyer will earn an unpaid item strike on his account. Two or more of those will impact his ability to buy in the future.
