I mistakenly posted the wrong item and refunded the buyer. This feedback brought me down from 98% to 83%. The eBay Help app does not help. Any ideas how to fix this.?

eBay will not change the Feedback you received. Since your Reply states you refunded you can try asking the Buyer if they would consider completing a Feedback revision pursuant to the full refund. Sellers can send 5 Feedback revision forms per year. The link for that is on the Feedback you received.
The Buyer will have 10 days to complete it changing the Feedback to Positive.
