Feedback to buyer

Hello, I have a terrible buyer, his feedback record has so many negative comments of not paying but yet the ones left on his feedback are written negative it still shows green so there is no red feedbacks as if the sellers didnt have a choice. My question is,

How do we write bad feedback and marked red for negative???

If so, it seems when you go to give someone a bad feedback it never gives me, the seller an option to give a red nagtive mark. How can I???

This one buyer is getting away with really bad buying practicing

This buyer I'm contending with has NO red negative Mark's and the green feedback is written to tell us sellers he is bad. We can write a negative feedback to buyers, right?
