Feedback button option missing

Because of the COvid 19 virus, shipping was delayed from Sri Lanka where my seller is located.  I finally received my order, but it's 2.5 months late and the feedback option is not available in my Purchase list where my orders are listed.  How can I get positive feedback to my seller in Sri Lanka on eBay for others to see?

Feedback can be left only for 60 days from date of purchase ... so you won't be able to thank the seller publically.  I'm sure seller would appreciate a private message, however.
