False advertising

Seller advertised 1 inch chlorine tablets. I received half inch tablets. They want to give me a 75% refund, or, have me send it back to China for full refund. Told them if they sent pre paid postage, I would return it, as, it was his problem, not mine! He totally quit answering me! Next step?
