Fake customer placed an order with me. I don't want to ship even though the ebay AI system confirm

Got an order from fake buyer. eBay show paid, and demand me to ship. I don't want to ship, I submitted 2 complaints about this buyer, but no connection on eBay data base between my complaints and tbe shipping demands. How to tell eBay stupid AI to check payment method ans tell I want to cancel the order without penalty.

How do you know the buyer is "fake"?  Where did you submit these 2 complaints about the buyer's shipping demands?  You are the seller.  You set the shipping conditions of method and carrier.

If you want to file a Cancellation, you can certainly do that.  What reason would you select?  You will receive a defect if you select out of stock or item is damaged.  You certainly can't select buyer request or problem with buyer's address if that is not truthful.
