Error when submitting a listing: "We've encountered an error on our end. Thanks for your patience"

It's been over a year since I've tried to sell on Ebay and when I make a listing an error pops up saying "We've encountered an error on our end.  Thanks for your patience" 

Then I clicked on enough stuff to get something that popped up saying I owed Ebay 81 dollars.  I submitted a new credit card and tried to pay it, but another error (similar) popped up basically saying try again later.  

Any ideas how to fix this?
