Seller has shipped the item using Ebay International Shipping Program and the item has arrived to the Ebay hub in Chicago, IL. It has since had no updates and no movement since Nov.20 2023. I have contacted the seller who has said the refund issue is now between myself and Ebay (totally fine, aware of that). However each time I got to open a case saying the item not received and to request a refund, the error "
We ran into a problem. Please go back and try again." comes up. I have tried this on the app, and desktop website, no change in the message.
I have contacted ebay live chat who were absolutely woeful, told me to contact the seller for a refund request, even though it's covered in ebays 30 day money back guarantee. At no point did they make any sense in what they were saying, the responses weren't cohesive and I was left with no resolution.
Does anyone have any advice on how to progress?

Go to your Purchase History and locate the purchased item. What is the last estimated delivery date? You have up to 30 days past that date in order to file an Item Not Received case, to get your money back.
Since the item was shipped using the EIS, ebay should refund you.
