Trying to place an offer on an item that I previously bid on, but getting an error message that I'm not allowed to purchase from a seller that I've previously purchased from in the last 10 days - despite not having purchased anything from this seller.

A bid on an active auction counts toward the number of "purchases" in the past 10 day (at least while it is still the high bid), and there is no exception to let you bid on that same auction again. If you were recently outbid try again later (it can take time for the servers to get updated information). But I suspect that eBay now counts any bid or active offer (not the same thing as a "bid") towards the purchase limit, despite it mentioning only those "who are currently winning or have bought" items in the form for setting up the block: https://www.ebay.com/bmgt/buyerrequirements
You can message the seller and asked to be placed on his/her Buyer Exemption List (instructions and link in the same page linked above). Or to remove the Buyer Requirement (many sellers seem to be surprised it is in place--old sellers might have clicked a box on a listing to block bidders most likely to not pay which automatically set that and other blocks years ago).
Another reason to always bid your TRUE maximum the first time; you are never guaranteed a rebid.
