Ending auctions that have no bids and changing them to a fixed price item. Will I be penalised?

I want to end some of my eBay auctions and change them to fixed price auctions. Will EBay penalize me for this?

As long as there has never been a bid there is no fee for ending early.  The fee is based on the highest cancelled bid, and if you didn't cancel any bids then there is no fee for ending early without a winner (I'm  not 100% sure that bids retracted by the bidder count).
