Ebay user AGreement - revamped again

OMG I am just trying to figure out some of the Ebay changes from 6 mos. ago and now more changes coming into effect - i read the new Ebay user agreement - and by the time i got to the bottom of it i had no idea what it says.  This needs a lawyer to explain it to the millions of people on here... 

Why is Ebay changing so much in short time - and over and over again - this will in my opinion turn off

ebay completely in the not to distant future.... any comments

This is a legal document. I have never tried to read the whole thing - I just dive into a specific section when needed.  Most of it is info you will never need to read - you just use the system.
