Ebay refunded buyer in error and I don't know how to resolve.

Ebay issued a refund on an order in error.  I had already resolve this issue with the buyer and sent them the correct item,  but last night Ebay refunded the purchase amount of $22.24.   The process for resolving an issue on a buyer generated, Ebay closed case is impossible.  Please assist.

The buyer needed to close the return and did not.  eBay will not reverse the refund.  You need to ask the buyer to repay the refund. 

Ask the buyer for their email address so that you can send a paypal invoice. It is OK since you have a transaction together.
