Ebay managed payments

Do I have this right on the new "managed payment"?  Ok, so I don't have to pay fees on items I sell. On items I buy, the charge goes on my credit or debit card.  Is there a fee for that transaction?

Is PayPal gone forever now?  The money in my PayPal will sit there until I move it, but I can't use it to make  a purchase on eBay?
