I see that some of your items are now enrolled in eBay International Shipping (EIS), while older items are not. If you are trying to combine shipping on multiple sales, eBay International Shipping does not yet support combining shipments. The best tactic around that issue (if an international buyer wants multiple items and they are similar in nature) is to create a new single listing with all of the selected items. The buyer will then see the total EIS shipping costs and can purchase that lot.
If trying to add international shipping to one of those listings that has none, there may be several places that will need editing to allow EIS shipping.
First, go into the listing in question. Make sure that International Shipping is made available to the listing (perhaps toggle it on or off). There is a customization option at the top right of the shipping section on the listing form where you can display the International feature. Then, just below the shipping, look for excluded locations. Make sure that there are no excluded locations.
On your shipping preferences page, also look for an exclusion list.
