How the hell do you actually talk to a real person? I've been scammed. Paid for an item. Seller refuses to send. Says they never sold the item for the price I paid, even though it was the "Buy it Now" price. Put in a cancel order. Only to be told it's too late. Can't appeal, won't let me. Seller won't respond. Ebay won't let me report Seller. Now I'm out $400, no item, no refund, nothing.

eBay has a money back guarantee. If the item is not received by the last estimated delivery date shown at the time of your purchase, you have thirty days to file an "item not received" case starting  on the next day. The seller will then have three business days to provide a tracking number that shows delivery or else refund you. If the seller does not cooperate, after three business days you can request that eBay step in and refund you. If you do not ask eBay to step in within twenty-one business days of starting the case, the case will end without a finding, so do not wait too long to act.
