I listed Item 205172789016 (electric shaver) at $12, with quantity of 4 available. Shipping is by USPS Ground Advantage which would be about $6 to the lower 48 states. A fellow in Missouri bought all four at once, paying the 4 x $12 = $48 listing price which is fine. BUT eBay charged him only $11 for shipping all four.
I have sold many groups of differing items using combined shipping, and the way it always works is that eBay charges the buyer the sum of all the individual shipping costs and I refund the difference between that and the actual shipping cost.
See the attached pix. I do not have "Combined payments" enabled in Shipping Preferences. So I think eBay should have charged him 4 x $6 = $24 for shipping and let me manage any refund - as usual.
It appears that eBay takes it on themselves to guess at a combined shipping cost when the items are all from one single listing ie. with Quantity > 1. But this makes no sense to me and puts me at risk of losing money on the shipping.
So... I will report it as an issue to eBay unless I'm missing something such as a good reason why they'd do this. Any ideas?
