Ebay Standard Envelope Tracking Integration Under Order Information is BROKEN

I am having trouble with several cases opening up because an "item not received" but that's only because Ebay system doesn't track the item well but the Ebay recommended tracking website (trackmypackage.co) shows it delivered. What can I do to help Ebay stop opening false cases against me? I made the mistake of providing refunds to avoid getting a defect against my account before I knew about the more detailed shipping information provided by trackmypackage.co for my Ebay Standard Envelope that was sent USPS w/ ESUS131473860. Strangely when I input it into the website it generates a different tracking number
00310202207009384376 , but it matches the delivered address and is accurately showing it delivered already.

Also when I made an appeal the uneducated agent told me to open up a PIP insurance claim for my Ebay standard envelope, does that make sense in this case since the item shows not delivered to Ebay but it shows delivered to the 3rd party website. How does PIP verify? I don't understand why this system is so messy still.

Several third-party tracking services are capable of tracking eBay ESUS codes.  I like this one, since it seems to have more detail (you can see both Pitney Bowes and EasyShip updates in the sequence).

And yes, eBay has contracted with PIP insurance to cover up to $20 per item, so if a buyer claims non-delivery, then open a claim with the insurance. But ask the buyer to wait several more days beyond the "delivered" notice, or the expected delivery date, before requesting a refund.

The USPS scanning equipment can only track an eBay envelope as it passes through a hub that is capable of scanning proprietary tracking codes.  Thus, there are no local acceptance or delivery scans. So my early observation on the forums has been that a "delivered" status was often estimated at the last hub, and it could still take a few hours, or up to three days, to get to the customer (depending on local conditions).

One buyer in Florida had noted that tracking on eBay's letters traveled quite a different route than cards sent as first class package, and this was because the proprietary tracking codes traveled from hub to hub to get to the final hub closest to the destination that was capable of reading the codes. And that hub was still 100 miles from the customer (100 miles of no tracking). Whereas, the regular mail could travel a more direct route through smaller hubs to reach the buyer.
