Ebay Envelope Missing

Idk how in the world to chat with an ebay employee so i am asking here. I have a buyer who did not receive a sports card. How do i go about getting a refund from ebay for the 20$ insured envelope. I am assuming i have to refund every buyer who says they did not receive the ebay envelope because there is really no tracking on these. Any help appreciated.

You'll need to wait 30 days to file a claim. Claims must be filed no later than 90 days from the date the shipping label was created.
