Drop down menu on invoice page doesn't include state that I need to charge sales tax.

I'm trying to send an invoice, and the drop down menu only has about 20 states in the "Sales Tax" area, and it doesn't include the state I'm trying to send an invoice to. It won't let me advance past this page, so I can't send my buyer an invoice. Anyone else have this issue?
