Does an APO address qualify for International Shipping?  Who pays the shipping charges on an APO address, the seller or the buyer?

No, an APO is a domestic shipment, not international, it can only be sent by US mail. It follows your regular USPS shipping offerings - if you offer free shipping, then you pay, if you have buyer pays then your buyer pays
