Does Ebay Refund full amount and fees if buyer asks to return?

@valuemade   If you willingly refund a buyer in full BEFORE they ask ebay to step in and help you get all of your sellers fees back with managed payments.

IF you do not willingly refund the buyer and ebay is asked to step in then just like with paypal you do not get your fees back, you get a defect and the buyer may be allowed to keep the item.
