Discounted $0.5 listing fees

As usual, eBay is behind the ball in offering sellers discounts in listing fees during busy sales time. Right now, there are lots of Back to School specials and I would think they would offer us discounts to take advantage of generating more items to sell. I usually use up all my zero insertion fee listings by the middle of the month but I just received new inventory and have several listings in my drafts, hoping that they will offer me some $0.5 listings. Many times I find that eBay will wait until the holidays are almost here or in this case, the start of school in most areas. In some states like Arizona, school has already started so they are late in reaching those customers. Where I can post a suggestions to the management?
