Difference between no subscription and basic subscription?

Hi all, 

 I am just getting into this eBay thing and I have a question. While i understand analytics are helpful, are there any other major difference between simply not having an ebay store subscription and the basic pack?

 Paying $4.95/month to have the same 250 free listings seems odd, unless I am reading these charts incorrectly. Any guidance would be appreciated, thank you!

The starter store at $4.95 or $7.95 per month gets you access to the marketing tools, so you can run sales like buy one get one, markdown sales, etc.  Any insertions over the 250 included with the store are $.30 each, without a store they are $.35 each.

The starter store does not come with lower final value fees or any shipping supplies like the basic and higher stores do.
