Didn't receive product, only got partial refund. Need help.

I'm a seller on ebay but also a buyer and I've run into a snag. I need some advice. I bought some tile on ebay from Spain and it never arrived. The tracking info never was complete, the info I kept getting was that it was still in transit but it looked to me like it never left Europe. It's now two months late and I've never received it. I wrote to the seller but got no response. Escalated and wrote to ebay, they also wrote to seller but got no response. I ended up getting refunded but they shorted me $46 and change, it looks like it was possibly for tax and shipping due to the amount. I can't reach the seller, I click on message seller and no window comes up (maybe they're mad and blocked me?) and can't reach ebay, they say the case is closed. Ebay automatic customer support has no option for discussing this, and it won't let me appeal because it says the case is closed. Also I just received a letter from the USPS asking me to confirm that I never received the product. I will send that in to them with supporting docs, but how the heck do I get my $46 back? I have always been able to reach someone at eBay, even as recently as two weeks ago about this incident. I've been an ebayer for 25 years with seller feedback as both a seller and buyer, and this is the first time I've ever run into a problem like this.
