No, that is not normal. Most locations on the planet can be reached in four to six weeks or less under normal circumstances.
Unless you are ordering a custom-made item that requires time to prepare for shipment, a shipping time longer than that often indicates that the seller does not actually have the item in stock and is attempting to sell a pre-order (though eBay requires such pre-orders to declare that in the listing and to ship within thirty days), or the seller is drop-shipping from another location and trying to cover for possible shipping delays, or something even less wholesome than those possibilities.
