If I want to buy something online and have it deliver to the post office instead of home, how can I do that?

On the checkout screen, change your a shipping address to your PO Box. If you want to permanently change your shipping address, modify your addresses here:

 

https://accountsettings.ebay.com/uas/addresses

 

However, keep in mind that some sellers can not ship to a PO Box. For instance, FedEx and UPS won't deliver to a PO Box, so there may be some limitations on what you can purchase.

Deliver to post office instead of home

You can open a post office box and have your package sent to that address, assuming the seller ships via USPS.
