I appealed a defect for late shipment and it was declined, however it's simply wrong and states it cannot be escalated or appealed again. Does anyone suggest another way to get eyes on this again to review it appropriately?
I imagine they only see the second shipment I made and consider it a late shipment. But the messages and tracking numbers make it clear.

September 4 - Shipped via UPS
September 21 - Received back due to insufficient address. Buyer states in messages "postal service here is being difficult". Asked that I re-ship it.
September 23 - (weekend) shipped again paying out of pocket
October 4 returned again for insufficient address provided by buyer

Did you use the original transaction to print another label? My guess is yes. That would trigger a late shipment defect. I did that once too.
No need to pay out of pocket. If the buyer wants the item, they need to pay for shipping again. You would invoice through PayPal and then print it through the USPS site. You can't appeal because with shipping again, it was late.
