Item that I ordered arrived damaged on 1/15. Notified Seller on 1/16 of damage, he in turn told me to keep the item, suggested that perhaps I could repair it and stated that he would issue me a refund. He has sent numerous messages since then stating that a refund will be issued but as of today (1/28) I have yet to receive a refund.

@browjoh_sxaxvymz Since you've already exchanged messages with the seller but have yet to receive your money, you can ask eBay to step in. Just call them to let them know of your item issues.
You can simply request a callback and one of the CS reps will get back to you:
