Reported an obvious counterfeit items, get an email a few days later saying the item "does not violate ebay listing policies ". Why should I bother reporting if the "customer service agent" can't spot a fake AFTER it's been pointed out?

eBay is generally not in a position to evaluate whether an item is genuine based on a photo in a listing, nor is eBay willing to just take your report at face value, since you might be a competing seller rather than a disinterested expert.
Keep in mind that it is entirely possible for a scammer to copy a legitimate listing and photo but intend to deliver a counterfeit item instead of the real thing. In that situation, there is literally no difference between the legitimate listing and the scam listing, and no policy violation within the listing itself.
If eBay receives multiple reports from independent users, that might cause eBay to look further at a listing and possibly take some action.
Reporting a listing is more effective when there is a blatant policy violation that can be pointed out and noticed by anyone without requiring specific expertise.

The item photos show it's a fake. From the physical characteristics to the printing on the label. Im no expert on counterfeit items, but this was so easy to spot. Sellers feed back dropped from 90s to 50s shortly after i reported it. The item was " not found" during a search, but Seller shows a similar item being sold. Maybe after that buyer files are claim of receiving a fake item, action will be taken
