Counterfeit item policy

I was always under the impression ebay didn't allow forgeries/counterfeit items to be sold on its site. I used ebay's preferred authentication company, PSA and customer service stated that because the item was returned to me by PSA outside of 30 days they would not honor the return.  Keep in mind, if you use PSA quick opinion on ebay you have 90 days to submit the item for authentication.  Does ebay now condone listing forged or fraudulent items?
