Is it possible to get a live person? I'm going round and round trying to get a person thier money back because they bought something with a Delaware address and want it shipped overseas and my sale said no overseas shipping. I canceled the sale and it said it was cancelled. Now it says I can't cancel it and the buyer has started a claim against me. I try to cancel again and it still will not let me do anything on it. Now ebay froze my account when I've been trying all along to take care of this. Calling only gives me a website that doesn't do anything for my issue.

What kind of case did the buyer open, an INR?

If so, go to the case and refund the buyer.

You are not shipping overseas; you are shipping to Delaware.  Once it shows delivered in Delaware, your obligation has been fulfilled.  Once it is reshipped, they buyer loses their buyer protection.

They notified me before I shipped it that it needed to go overseas and I didn't ship because of that. I tried to cancel the order and the computer said it was cancelled. But now I just got home from a business trip to find out action is being taken against me with the buyer wanting his money back. Well I thought he already got it back cause ebays system told me the order was cancelled.

Buyers cannot cancel ordered.  Only sellers can cancel orders.  If you did not do that right away, it may be too late.

  Did your buyer open a case of item not received?  If so, you need to respond to the case and refund the buyer.  

So many mistakes.  You should have just shipped it to Delaware.  Your buyer would then have arranged his own overseas shipping.
