Why is it so difficult to contact a live person at Ebay Customer Service?

It's certainly more steps to reach a live agent, but they're out there and can be contacted.

Full instructions here.  Tip: When a "chat box" opens, type in AGENT or PERSON in the bottom then click Send to bypass the bots.
