I am having the worst time trying to submit a claim against a seller that was not honest in their description of an item I received. They do not accept returns (not looking to do one), and every time I try to move forward it keeps taking me back to the same page. I have contacted the seller twice now and they seem to be pushing back in a not so nice way. What can I do to contact someone to try to resolve this issue

The standard procedure when an item is not as described is for the buyer to request a return at the seller's expense. The seller's no-return policy only applies to remorse returns, not cases where the item does not match the description.
If the seller does not cooperate, after three business days the buyer can ask eBay to step in and force a refund.

They were dishonest in the way the item was described. Not looking for a full refund, but possibly a percentage off. If that can't happen all well and good, but they shouldn't be able to sell things that have clear defects and not 1. mention it OR 2. take a pic of it and if I don't catch it, it's on me

You would have to open a return request … and indicate to the seller that you’re willing to accept a partial refund.
eBay will not enforce a partial refund. That is something that is negotiated between the buyer and seller.
If you’re not willing to open a return request … then you’ll have trouble alerting eBay to what the seller doing wrong.

I can't open a return request as the seller does not accept returns - which I knew before I purchased it, but then I wouldn't have (purchased it I mean) if their photos showed the flaw I saw as soon as I opened my package

Have you actually tried? If you are within thirty days of receiving the item, you can file a return request using the reason "not as described".

It doesn't matter if they don't accept returns, the MBG overrules it for defective items.

You misunderstand eBay’s policy. You certainly can open a return request. You can always open a return request when an item is ‘not as described’ in some way.
The seller’s no return policy only means that you can’t return the item if you just don’t like it for some reason. It does NOT apply in the case of a concealed (not mentioned or pictured) defect.
Go to your Purchase History and use the ‘Return this item’ option. Choose ‘item doesn’t match description or photos’.
You are free to accept a partial refund if the seller offers one … but do not close the case until eBay tells you that you received the refund.
If the seller doesn’t send you a prepaid shipping label within 3 business days (or a refund) … then go back to the open return case and ask eBay to step in.
You’ve already been told this by others in this thread. We do know what we’re talking about. 🙂

I did all of that - I added details and a pic, but when I get to the bottom it won't let me confirm the return? This is what I get

Then when I go to the above link it brings up the items I purchased and when I click on the item I am having an issue with this whole thing just keeps repeating itself - so I get nowhere

I chose the option that said it wasn't as described. I did it as soon as I was able (within a 4 day window I would say.) I got in touch with the seller first, so back and forth has taken time, but I am still well within the 30 day window
