I have an international buyer who wants to purchase multiple items from me. He has made an offer and I accepted. He has not paid yet since I want to combine the orders and reduce the shipping cost. Ebay will not let me send an invoice to the international buyer. The buyer tried to use the 'request amount option" but ebay will not let him do that. Does anyone have an answer to this issue?

EIS orders can't be combined without doing a work around. You can't send a combined invoice.
What I do is the same thing I did for the Global Shipping Program.
Ask the buyer NOT to pay until all auctions are ended. (Make sure you don't have auto unpaid cancelation set up for too short of a time. )
Then let your buyer know how you will combine the orders....
Cancel all of the sales as problem with buyers address.
Relist combining ALL of the items into ONE Buy It Now listing. This can only be done if the items are similar and from the same category.
To save time so you don't have to take new pictures save a copy of the main photo from each of the other listings to upload onto the new listing. Right click on the photo and select save as... name it something easy to find. The photo will be saved to your download folder, not the pictures folder.
Then you can just add the saved photos to the new listing.
