I live in Saudi Arabia, but my account is still linked to my old Canadian phone number. Whenever I try to change my phone number, I'm told a verification code will be sent to my number. The code never arrives.
No matter how many times I try to to send the code, on different devices, different browsers, different days -- it doesn't work. I can receive text messages from others no problem. It's not a problem with entering my phone number. eBay, specifically, just NEVER works when sending the text.
However, I did notice that when I get the following message, there is one character too many:
"We sent a text with a security code to +966 xxxxxxxx72."
I only entered 9 numbers, but the error message shows EIGHT numbers (in addition to the country code).

I did. I've been in contact back and forth with them for over a week. No one has been able to solve my issue. They even put me in contact with a phone agent who I called, and said their service team would fix it, and they still haven't. No one is helping me at all, and every time I connect with a new agent, I have to re-explain the entire issue from the beginning.

You also can contact eBay's Customer Service via Facebook or Twitter. They are good.
