I was notified today that my case was closed and refund was denied.. Can l request to have my case reopen and re- evaluate

Thank you for your quick response. However I am still having a problem with submitting the appeal.
According to USPS seller received their items on 2/12/2025 @9:05 am placed in their Mailbox. So does this mean they get to keep the money that I paid for a product in additional to receiving their product back..FREE of charge... wow what a bummer... I'm not understanding.. I replied to Ebay email denied notification attach all documentation that seller received their product back yet ebay did not respond.
sadly I'm at a lost here... Thank you very much
