I bought an item (thought it was coming from the US-turned out to be China). After over a week the seller said the shipper returned the item. By then the card I uses expired. They won't give me a refund because of the expired card and won't do it on a new card.
I need to get in touch with someone from ebay to recifty this issue. I spent a few hundred dollars on this item.
Any guidance on this?

You need to talk to the credit card issuer. A new card should have been issued before the current card expired. That way, when the seller refunds to the payment source, which goes to the expired card it should then be credited to the new card.
